भोपाल। राज्य शासन ने मध्यप्रदेश चिकित्सा शिक्षा प्रवेश नियम में समुचित संशोधन किये हैं। संशोधन के फलस्वरूप नीट की परीक्षा से चयनित अभ्यर्थियों का राज्य स्तरीय काउंसिलिंग में सीट आवंटन प्रक्रिया में किसी प्रकार का मेरिट हनन नहीं होगा और सीट ब्लॉकिंग की प्रवृत्ति पर अंकुश लग सकेगा।
आयुक्त चिकित्सा शिक्षा से प्राप्त जानकारी के अनुसार मध्यप्रदेश चिकित्सा शिक्षा प्रवेश नियम-2018 में किये गये महत्वपूर्ण संशोधन के अनुसार प्रथम/द्वितीय चरण की काउंसिलिंग से प्रवेशित अभ्यर्थी को द्वितीय चरण और मॉप अप चरण में अपग्रेडेशन का अवसर उपलब्ध रहेगा। इससे इन चरणों में अभ्यर्थियों को उनकी पसंद एवं मेरिट के आधार पर आवंटन मिल सकेगा।
अभ्यर्थियों द्वारा सीट ब्लॉकिंग की प्रवृत्ति रोकने के लिये प्रथम चरण की काउंसिलिंग से प्रवेश के बाद प्रवेशित सीट से त्याग-पत्र देने की सुविधा द्वितीय चरण की काउंसिलिंग शुरू होने की घोषित तिथि से 2 दिन पूर्व रखी गई है। अभ्यर्थी द्वारा इसके बाद किसी भी चरण में प्रवेश के उपरांत त्याग-पत्र दिये जाने पर सीट लीविंग बॉण्ड के रूप में भारी आर्थिक दण्ड का प्रावधान किया गया है। इस नियम के चलते त्याग-पत्र दिये जाने की प्रवृत्ति पर अंकुश लगेगा।
इसी तरह मॉप अप चरण में आवंटन के बाद प्रवेश न लिये जाने या प्रवेश बाद सीट से त्याग-पत्र दिये जाने की वजह से ये रिक्त सीटें संस्था स्तर पर कराये जाने वाले चरण की काउंसिलिंग (सीएलसी राउण्ड) में शामिल नहीं की जायेंगी। ऐसे अभ्यर्थियों की सूची चिकित्सा शिक्षा संचालनालय की वेबसाइट और एम.पी. ऑनलाइन पोर्टल पर प्रदर्शित की जायेगी और अन्य राज्यों के संचालनालय चिकित्सा शिक्षा, एमसीआई, डीसीआई, डीजीएचएस भारत सरकार को और अन्य चिकित्सा/दंत चिकित्सा महाविद्यालयों में प्रवेश न दिये जाने के लिये भेजी जायेगी। मध्यप्रदेश चिकित्सा शिक्षा प्रवेश 2019-20 में अधिक से अधिक सीटों पर प्रवेश सुनिश्चित करने के लिये अभ्यर्थियों द्वारा पंजीकरण (रजिस्ट्रेशन) किये जाने की प्रक्रिया काउंसिलिंग प्रारंभ होने के पहले और द्वितीय चरण की काउंसिलिंग के बाद मॉप अप चरण से पहले की जायेगी।
Amendments in Madhya Pradesh Medical Education Entrance (NEET) Rules-2018
The State Government has carried out appropriate amendments in Madhya Pradesh Medical Education Rules-2018 to prevent violation of merit in seat allotment during state level counseling of the candidates selected through NEET and also to curb tendency of seat blocking by the candidates.
According to the information received from the Commissioner Medical Education, as per the important amendments made in the M.P. Medical Education Entrance Rules-2018, facility of up-gradation will be available to the admitted candidates of I/IInd round of counseling in IInd round and mop-up round of counseling, so that these candidates have an opportunity to get allotment on the basis of choice cum merit.
To prevent seat blocking by the candidates, facility to resign from admitted seat will be available to the admitted candidate of 1st round until 2 days prior to the declared date of commencement of IInd round of counseling. Candidate resigning after stipulated time schedule will invite heavy financial penalty in the form of seat leaving bond. This rule will curb the tendency of tendering resignation by the candidates.
Similarly, seats falling vacant either due to allotted candidate not taking admission in Mop-up round or resigning from admitted seat after admission will not be included in college level counseling. List of such candidates will be displayed on DME website and M.P. Online Portal and will also be forwarded to the Directorates of Medical Education of other states, MCI, DCI, DGHS Government of India to prevent these candidates from taking admission in other states. Moreover, to ensure that maximum seats are filled in state counseling, registration will be opened before the start of 1st counseling and will be re-opened after the IInd round of counseling prior to the Mop-up round.
